One layer is enough to create a map. Layer - is a picture in raster format. You can use scanned maps in following formats as source files : *.jpeg, *.jpg, *.bmp, *.ico, *.wmf (recommended format - *.bmp). Each layer should be obligatory snapped to geographical coordinates (WGS-84). It's recommended to use 2-5 points measured with high level of precision in order to snap a map. To define snap points on a layer you should use a tool "Make Snap". You should snap a layer after defining snap points: Layers / Snap layer. Note: After that you can also calibrate a map on your device, but it's recommended to snap a map to some well-known coordinates. How to snap a map?
1. Launch MapEditor; 2. Create a new map; 3. In Map Properties dialog (Menu -> File -> Map properties) set datum corresponding to your map. E.g., if NAD-83 datum is indicated on your scanned map, you should set this particular datum. Note: the same datum is used for all layers of a map. 4. Close Map Properties dialog; 5. Add a new layer (Menu -> Layers -> Add Layer); 6. Select a tool "Make snap" on the toolbar and create snap points on the layer. There must be at least two snap points for each layer; 7. Snap a layer (Menu -> Layers -> Snap Layer); 8. Save the map. If there is more than 1 layer in your map, repeat steps 5 - 8. Note: Every layer is snapped independently from the others. That's why snap points will be different for every layer. Screenshots:
